The film will be directed by Alessandro Carloni, with a scenario by Jonathan Aibel and Glenn Berger. John Lasseter, the former CCO of Pixar Animation Studios and Walt Disney Animation Studios, was hired as Head of Animation at Skydance Animation in late January 2019. Carloni was replaced as the film’s director on January 14, 2020, by Peggy Holmes, who had previously directed Secret of the Wings (2012) and The Pirate Fairy (2014) for Lasseter. Kiel Murray, who wrote the screenplays for Cars (2006) and Cars 3 (2017), was also brought in to revise the script.
Emma Thompson was hired to voice a part in the film in April 2019, but she left after Lasseter was hired. Jane Fonda was cast as The Dragon in February 2021, and Whoopi Goldberg was cast as The Captain in June.
During the COVID-19 epidemic, some production was done remotely.
